Study Overview

The Chicago Department of Transportation (CDOT) has commissioned the Chicago Rail Futures Study II to more fully examine and assess the current impacts and needs of freight and passenger rail in the region. This comprehensive study aims to:

  • Illustrate the relationship between rail and the regional economy; 
  • Understand the benefits and impacts of rail to local residents, businesses and users;
  • Quantify the value of investments made, planned and potentially needed in the future;
  • Support the local, regional and national conversation about rail investment; and, 
  • Position the region for equitable and effective future rail investments. 

The study is broad in scope, looking both within and beyond the City of Chicago to evaluate the complex systems that affect freight, passenger and commuter rail performance. The knowledge gained from this study will be used to ensure that our transportation infrastructure investment priorities, including the CREATE Program, remain in alignment with the City’s and region’s economic, mobility, equity and quality of life goals. Additionally, the study will better position the Chicago region to successfully leverage future opportunities for the public and private investments needed to complete the CREATE Program and continue making progress on rail-related transportation improvements in general. Through outreach to affected communities, rail users, local and national businesses, elected and appointed officials within and beyond the Chicago region, and the general traveling public, this study aims to support increased public awareness and participation in the planning and investment process by comprehensively documenting and assessing the impacts and importance of rail transportation throughout the region.
