Stakeholder Activities

This study is prioritizing robust public outreach and stakeholder involvement. By comprehensively documenting the impacts and importance of rail transportation throughout the region, this study aims to generate broad public and stakeholder understanding and participation in the rail planning and investment process. Stakeholder engagement activities include interviews, forums, surveys and presentations. Identified stakeholders include: 

  • Community organizations, transit riders and the general public;
  • Regional transportation agencies; 
  • Rail infrastructure owners and operators;
  • Local businesses, shippers, rail users and economic development professionals;
  • Regional and national stakeholders both within and outside of Illinois, including state departments of transportation, chambers of commerce, ports, shippers and trade organizations; and,
  • Local, state and national elected officials.

Technical Activities

Study activities include a series of research papers and comprehensive technical analyses to document the rail system’s historic, current, and future role in the Chicago region. Impacts will be examined through a set of scenarios that reflect current trends and potential future directions and will encompass both the CREATE Program and the rail system in the Chicago region more generally.
